CASS

CASS, the Coding Accuracy Support System, is USPS's certification of address-matching software. It tests how accurately the software assigns ZIP Codes, delivery point codes and carrier route codes to addresses. Any mailing claimed at an automation price must come from address lists coded with CASS-certified software.

What it is

CASS gives software developers, service bureaus and commercial mailers one common test of address-matching software. The CASS Department, the USPS group that administers CASS, grades each test. The results go back to the developer as diagnostics for fixing the software. CASS does not measure the accuracy of the codes in a mailer's own address file.

Certification is open to software developers, mailers and service bureaus. A manufacturer's certification works as a blanket certification for every user of its software package. A user needs its own certification only in certain situations, such as after changing the certified product.

Every CASS test includes DPV or DSF2, LACSLink and SuiteLink, and RDI and eLOT are optional. DPV and DSF2 confirm whether USPS delivers to an address. MASS, a related USPS certification, is an extension of CASS.

How it works

Certification uses two test files of 150,000 addresses each. The Stage I file comes with answers, so a developer can check its own software. USPS does not review Stage I results, and they have no effect on certification. The Stage II file is the certification test, and the CASS Department grades it.

A Stage II test, from account to certificate.

  1. A developer that writes its own software subscribes to the Address Information System and Link products.
  2. The tester sends PS Form 5116 to open an Electronic Product Fulfillment account.
  3. The tester orders a Stage II file on the CASS Order Form.
  4. The first test in each cycle also needs a completed Terms and Conditions document.
  5. The tester downloads the Stage II file from Electronic Product Fulfillment.
  6. The software processes the file in batch mode, using the static data USPS provides.
  7. The tester uploads the answer file and emails the PS Form 3553 to the CASS Department.
  8. The CASS Department grades the file within ten business days and emails the result.
  9. A passing product gets a certification letter and a listing in the CASS MASS Certified Products Guide.

Static data is the fixed USPS data that every CASS and MASS test must use. USPS bills for a test as certification is achieved, and fees are due within 30 days of the bill. The bill counts the software configurations certified, not the Stage II files ordered. The fees are in Notice 123, the USPS price list.

Kinds of certification

The order form records which kind of certification a test is for.

  • Manufacturer certification is only for companies that develop address-matching software.
  • User-defined certification is for vendors, service bureaus and mailers with special requirements for certified software.
  • Integrators, customers who combine certified software with another product or driver, certify the result as separate software under a different name.
  • Each platform, a differently compiled operating system, needs its own test and certification.

A configuration is a three-character code, assigned by the developer, for one set of parameter settings. One software version can be certified for several configurations and platforms.

Test types

The Merge test checks how software corrects and standardizes addresses, from 5-digit coding to SuiteLink. The Merge/eLOT test adds eLOT, which lets mailers sort mail in approximate carrier-casing sequence. RDI can be added to either test as an option. Utility tests certify one product each, and they don't expire until the product data changes.

Grading and scores

One wrong answer field makes the whole address record wrong, and it counts as a single error. Software must attempt every mandatory category. A wrong answer in an optional category counts against the score, and a right one counts toward it.

Each category has its own minimum score.

The CASS Summary Report

PS Form 3553, the CASS Summary Report, is the form CASS-certified software produces when it codes an address list. The mailer signs it to certify that the mailing was coded with CASS-certified software meeting DMM section 602. Any facsimile must carry the same information in the same format as the printed form.

  1. Software: the name and version of each certified software, as its certificate shows.
  2. List: the company that coded the list, and the date it did.
  3. Output: how many records were coded, within a valid USPS product cycle.
  4. Mailer: the signature of the person who processed the list or represents the mailer.
  5. Qualitative Statistical Summary: counts that help the list processor judge the list's quality.

USPS staff never use the Qualitative Statistical Summary to decide rate eligibility. A default match is a match made when an address has a missing or invalid suite or box number. Default matches still qualify for automation prices, but many of them raise delivery costs.

Keeping certification

CASS certification is valid until the end of the current certification period. To stay certified, a developer reapplies each period and passes Stage II again. Each cycle, the software must change its cycle field to the cycle's name.

A developer must report every change to a certified product, whatever its purpose. The CASS Department says within five business days whether the change needs recertification. A fix for one specific problem, or a customer interface, generally doesn't need it. Any release that changes the matching logic gets a new version number and needs certification.

A CASS version number has four fields.

FieldExampleWhat it holds
A06.03The software version, changed whenever the matching logic changes
B.05The revision, for changes that don't affect the matching logic
C.OThe cycle indicator, which the CASS Department assigns
D.08.07The manufacturer number, for the developer's own tracking

Cycle O

Cycle O changed CASS and MASS address matching to promote address quality and reduce undeliverable-as-addressed mail.

  • PO Box Only Delivery Zones mark cities where USPS delivers only to PO Boxes.
  • Software counts a 5-digit ZIP Code on PS Form 3553 only when the output city, state and ZIP Code correspond.
  • Addresses on the phantom routes R777 and R779 get only a 5-digit ZIP Code, with no ZIP + 4 or DPV confirmation.
  • PO Box Street Addresses get their own identifier and are no longer marked as commercial mail receiving agencies.
  • Software tries a primary number with a single trailing letter, such as 341A, then tries it without the letter.
  • Software validates two more military address formats.
  • TotalDPS changes how the 11-digit delivery point ZIP Code is assigned to some address types, to reduce duplicates.

Rules

Any mailing claimed at an automation price must be produced from address lists properly matched and coded with CASS-certified address matching methods.

A mailing at automation prices must come from address lists matched and coded with CASS-certified methods.

The new LACSLink® converted address must be returned to qualify for postal discounts.

To qualify for postal discounts, software must return the converted address that LACSLink gives.

The software must be able to identify the current CASS Certified™ configurations and must not print a PS Form 3553 when a non-CASS Certified configuration is used to process an address list.

Certified software must know which of its configurations are certified. It must not print a PS Form 3553 for a list processed with any other configuration.

The software must also contain technology that disables access to outdated or expired USPS data as described in DMM® 602 Section 9.3.1 and should not print the PS Form 3553 if the software has undergone any modifications.

Certified software must block outdated or expired USPS data. It should not print a PS Form 3553 once the software has been modified.

All user modifications to a CASS Certified™ product must be certified separately by the end user and information about the new drivers or APIs must be listed on the CASS Order Form.

An end user who changes certified software must certify the changed product. The order form must list the added drivers or APIs.

Developers faced with an urgent need to provide a patch to their customers may do so without prior notification and clearance by the CASS Department. However, developers must report the emergency release to the CASS Department within two days.

A developer may ship an urgent patch before the CASS Department clears it. The developer must report that release to the CASS Department within two days.

Static test data provided by the CASS Certification Department must be used for all testing.

Every CASS test must use the static data USPS provides.

Developers are not permitted to allow another company or service bureau to process the Stage II file.

A developer must not let another company or a service bureau process its Stage II file.

What goes wrong

A test fails when any one category misses its minimum score. It also fails when software skips a mandatory category or leaves it unanswered. A test run without the static data fails.

Without a header record, the Stage II file is not evaluated at all. The grading system ignores an answer file with the wrong filename, or one returned with other files. Errors in the PS Form 3553 don't stop grading, but no certification issues until a valid form arrives.

A failed test gets an email that gives the reason. It also gets a grading analysis report. That report includes the Customer No Match Report, which details each address record scored as incorrect. The CASS Department sometimes allows a retest of the same file when the errors are not extreme.

USPS revokes certification of user-modified software that the end user has not certified. A developer that fails to report a modification risks decertification of the product. USPS can then rescind the postage discounts mailers got with the modified product, even retroactively.

Software that doesn't return the LACSLink converted address can return only the 5-digit ZIP Code. That address does not qualify for automation discounts.
