County Project

The County Project is a free USPS service that checks a local address file against the Address Management System, USPS's database of delivery addresses. USPS returns the matched addresses standardized with their ZIP+4, and lists the addresses, county codes and congressional districts that differ, for both sides to review.

What it is

The County Project serves county and municipal addressing authorities. An authority may submit its address file up to once a year at no cost. AGT, the USPS Addressing and Geospatial Technology office in Memphis, Tennessee, runs it.

AMS, the Address Management System, is USPS's national database of every delivery address with its ZIP Code, ZIP+4 and city and state. The project's goal is better address quality in both databases, the authority's and AMS. It resolves addresses that differ and reviews county and congressional codes that differ.

An accurate address contains only elements that are complete and correct. A mailpiece with missing or incorrect address elements needs extra handling, including manual processing. That can delay delivery or make it impossible. A standardized address also helps the authority exchange data with other organizations.

USPS wants every physical and mailing address on file in case it must help during an emergency. It also wants accurate county and congressional data, especially where funds are involved.

How it works

An authority applies once with PS Form 5118, then sends its file to AGT once approved.

  1. The authority completes PS Form 5118, the County Project Web Access Request Form, and faxes it to AGT.
  2. AGT confirms with the local AMS office that the requester is the official local addressing authority.
  3. The system creates a customer profile with a unique customer id and password.
  4. AGT notifies the requester of approval and gives it the user id and password.
  5. The authority prepares its file to the input requirements and zips it, at most 3MB.
  6. It protects the zip file with its assigned password.
  7. It emails the zip file to cds.ncsc@usps.gov without the password, or mails it on CD or DVD.
  8. AGT emails the requester when processing is complete.
  9. The returned files are zipped, protected with the initial password and posted on the EPF website.

The input file

The authority's file can be any of four types:

  • Excel, .xls
  • comma-delimited, .csv
  • fixed-length text, .txt
  • XML, .xml

The file name starts with the customer id, then four digits for the month and day of submission. For customer id YYY submitting on September 25, the name is YYY0925.TXT. The zip file keeps the same first seven characters, as YYY0925.ZIP.

A fixed-length text file uses a 323-byte record with these fields.

FieldLengthRequired

COMPANY NAME66Required

ZIP55Required

CONGRESSIONAL CODE4Required
COUNTY CODE5Required
FILLER19Spaces
KEY50Required
LATITUDE15Not required
LONGITUDE15Not required
CR/LF2Required

KEY holds a customer-supplied identification code or record ID, such as PUBLICJQD5. AGT returns the key on matched records, so the authority can match each one back to its own record. LATITUDE and LONGITUDE must be right-justified with leading spaces.

Congressional and county codes

CONGRESSIONAL CODE comes from the AMS Congressional Table. That table is a semicolon-delimited file whose first four bytes hold the code, such as TN02. The code is the 2-digit state abbreviation followed by the 2-digit congressional district number.

COUNTY CODE comes from the AMS County Name Table. Its first five bytes hold the code, such as TN157. The code is the 2-digit state abbreviation followed by the 3-digit county number. It is the same as the Federal Information Processing Standard code for the county or parish.

The returned files

AGT returns up to seven files once processing is complete. Each name gives the processing date, preceded by a letter, then the type of data. The files are text or zip files.

FileWhat it holds
D022610.MATCHRPT.TXTStatistics on how well the two databases matched.
D022610.MATCH.ZIPStandardized addresses where the two databases matched perfectly.
D022610.NOMATCH.ZIPRecords to review with the local AMS office.
D022610.INVALID.SECONDARY.ZIPSecondary addresses, such as apartments and suites, to check for validity.
D022610.MISSING.SECONDARY.ZIPAddresses AMS shows as a structure that needs an apartment, unit, condo or suite.
D022610.COUNTY.ZIPDifferences in the county code.
D022610.CONGRESSIONAL.ZIPDifferences in the congressional district.
D022610.DPFE911.ZIPAMS address records not found in the county's input file.

For matched addresses, the authority decides whether to update its database to the standardized address. The DPFE911 file holds base records only, for streets, buildings and rural and HC routes, with no firms or PO Boxes. It appears in the download listing only after a request and a check that a non-disclosure agreement is on file.

Rules

Users must submit a PS Form 5118, County Project Web Access Request Form prior to getting started.

An authority must send PS Form 5118 before it sends a file for processing.

The local USPS AMS Manager must also confirm the status as the local county or municipal addressing authority.

The local AMS manager must confirm that the requester is the official county or municipal addressing authority.

The file name must: 1. Begin with the unique customer id assigned by NCSC 2. Followed by four numbers, reflecting the month and day the file was submitted, (mmdd), and saved as an acceptable file type

The file name must start with the customer id, then four digits for the month and day it is submitted.

Files must be compressed with the WinZIP compression utility and must include the .zip file extension.

The file must be compressed with WinZIP and must end in .zip.

The first seven characters of the zipped file name must be the same as the first seven characters of the text file name (e.g., if your text file name is YYY0925.TXT, the ZIP file name must be YYY0925.ZIP).

The zip file's name must begin with the same seven characters as the file inside it.

A Non-Disclosure agreement must be on file with the local AMS office prior to providing the file.

The local AMS office must hold the authority's non-disclosure agreement before USPS provides the DPFE911 file.

Any differences between the county database and the AMS database should be reviewed with the appropriate local representatives to determine the correct Congressional District.

The authority should review each congressional district difference with its local representatives to settle the correct district.

What goes wrong

The No Match review finds errors such as these:

  • AMS has a typo, or the wrong suffix or directional.
  • The county database has a typo, or the wrong suffix or directional.
  • The address is a physical address with a structure, and AMS needs to add it.
  • The address is physical but an empty lot or parking lot, which AMS doesn't add.

A secondary address can differ between the two databases, as when the county has units 1, 2 and 3 and AMS has units A, B and C. The authority corrects an invalid one in its own database. When its own is valid, it works with the local AMS office to correct AMS.

For a possibly missing secondary address, USPS suggests looking the address up online, with Google Maps as a starting point. When secondary information turns up, the authority updates its database, and AMS should do the same.

A county code difference matters mostly to mailers that mail to the county. Some companies also use the county to set mailing rates, beyond USPS control. A congressional district difference matters because congressional franking funds and other government funds depend on it.
