Facility Access and Shipment Tracking (FAST®)

Facility Access and Shipment Tracking, or FAST, is the USPS system mailers use to give postal facilities advance notice of drop shipment and origin-entered mailings. Business mail owners, preparers and schedulers use it to make appointments and see their scheduled mailings at each facility.

What it is

FAST is an appointment and visibility system for business mail entering postal facilities. It is for business mail owners, preparers and schedulers. It gives one integrated customer service and product visibility for all mail classes.

Mailers use FAST to track shipments and get advance notice of redirections. They also submit and manage recurring appointment requests online, and schedule jointly with other users.

FAST connects to other USPS systems so that both USPS and customer users see more. Surface Visibility, a scanning system on the dock, collects real-time data as shipments move through appointment closeout. It is one of several dock systems that report appointment closeout information.

How it works

A mailer makes an appointment in FAST before bringing mail to a facility. The facility scans the shipment as the appointment closes out.

The normal case for one appointment.

  1. The customer registers for FAST through the Business Customer Gateway.
  2. The customer logs in to the FAST account to make an appointment.
  3. The appointment notifies the facility of the drop shipment or origin-entered mailing.
  4. Surface Visibility scans the shipments as they move through appointment closeout.
  5. The mailer tracks the shipment in FAST and gets advance notice of any redirection.

Facilities and Hubs

FAST holds each facility's hours of operation, which vary by facility and also appear in the Mail Direction File.

A Hub is a facility that cross-docks properly prepared destinating volume to the delivery units it serves. FAST lists the current Hubs in its Drop Ship Product File Download section. The list is also on RIBBS, under Important Updates in the FAST section. It gives each Hub's facility information and the 5-digit offices that Hub serves.

Mail eligible for a Destination Delivery Unit can go to a Hub instead, at the Hub discount.

eInduction appointments

eInduction is a USPS process for drop shipments and expedited plant load mailings. It streamlines how that mail is prepared and how it physically enters the USPS mailstream. It also speeds appointment processing in FAST.

A mailer joins eInduction by asking the FAST Helpdesk. After activation, the mailer may schedule appointments in FAST and submit eInduction mailings.

eInduction mailers book FAST appointments for drops at processing facilities and Hubs. Drops at destination delivery units need no appointment. Mailers no longer have to tie containers to a specific appointment ID in FAST.

The eInduction module in PostalOne! creates container records and sends them to FAST and Surface Visibility. A mailer checks the SV Enabled indicator in the Mail Direction File version 4 to see whether a facility scans with Surface Visibility. The Mail Direction File is in the resources section of FAST.

Rules

To access FAST, customers must register through the Business Customer Gateway.

A customer must register through the Business Customer Gateway before using FAST.

Mailers dropping at both SV and Non-SV USPS Processing Facilities and Hubs must schedule appointments through the Facility Access and Shipment Tracking (FAST) online system.

A mailer must schedule a FAST appointment to drop at a USPS processing facility or Hub, whether or not it scans with Surface Visibility.

FAST appointments will be required for dropping at Hubs, and appointment windows will also vary by facility

A mailer must have a FAST appointment to drop mail at a Hub. Appointment windows differ from one facility to another.

Hubs will accept direct cross-dock containers only

A Hub accepts only direct cross-dock containers.

The Critical Entry Time (CET) for all Hub facilities will be 1600

Every Hub has a critical entry time of 1600.

What goes wrong

A Hub turns away some mail even with a FAST appointment. It does not take letters or FSS prepared mail. It does not take any mailing that needs a bundle sort operation.

Flats bundles on 5-digit scheme pallets prepared under labeling list L007 are not eligible for Hub drops.

What the sources leave out

The held sources do not say what happens when a mailer misses or arrives outside a FAST appointment.
