Package Intercept

Package Intercept is a paid USPS service that lets a sender or recipient stop or redirect a mailpiece before it goes out for delivery. The intercepted mailpiece goes back to the sender, to a new domestic address, or to a Post Office to be held for pickup. Businesses request intercepts in the Business Customer Gateway.

What it is

Package Intercept works on a package, letter or flat that is not yet out for delivery or delivered. Most domestic mailings with a tracking or extra services barcode are eligible. A request can only be made online.

Commercial customers use the Package Intercept Commercial Service application, which runs in the Business Customer Gateway. The customer can also add certain extra services to the intercepted mailpiece.

A business must meet five requirements before it can use the application.

The setup a business completes before its first request.

  1. Register as a Business Customer Gateway user.
  2. Open an Enterprise Payment System account.
  3. Open a permit imprint account and link it to the Enterprise Payment System account.
  4. Get a Customer Registration ID for each location and link it to that account.
  5. Get access to the Mailer ID and Manage Mailing Activity services in the Business Customer Gateway.

How it works

A request for one mailpiece starts from its USPS Tracking number and ends when the customer submits it. A customer with many mailpieces can send them in one file of requests instead.

One request, entered by hand.

  1. Log in to the Business Customer Gateway and open USPS Package Intercept from Shipping Services.
  2. Agree to the Terms and Conditions to use the service.
  3. Enter the USPS Tracking number of the package.
  4. Choose the Customer Registration ID to charge the request to.
  5. Choose a permit and a Mailer ID.
  6. Enter the original sender's address and validate it with Check Address.
  7. Enter the original destination address and validate it the same way.
  8. Choose the request type.
  9. Add any extra services, each for an added fee.
  10. Give the details the request type asks for, such as the Hold For Pickup Post Office.
  11. Confirm the request, then submit it to start the intercept.

Request types

Every request asks USPS to do one of three things with the mailpiece. In a file of requests, the Intercept Type field names the action with a code, such as A01 for return to sender.

Request typeFile codeNotes
Return to SenderA01Registered Mail keeps its original Registered Mail number.
Redirect to a Domestic AddressA02Needs the new domestic destination address.
Hold For PickupA03Needs a ZIP Code, then the Post Office there that will hold the package.

Return to Sender is the only type open to Registered Mail. For Hold For Pickup in a file, the redirect address fields carry the Post Office where the mailpiece is to go.

Extra services

Extra services are optional, and each one adds a fee. Every intercepted item travels by Priority Mail, so it is insured for up to $50.

A file of requests asks for signature confirmation with one of three codes. It asks for insurance with one of two codes.

The three signature codes, then the two insurance codes.

921Signature Confirmation
922Adult Signature Required 21 or Over
923Adult Signature Restricted Delivery 21 or Over

931Insurance > $500

5 codes in the Extra Service Codes, Pub 199 Appendix J Table 7, where Code is 921 or 922 or 923 or 930 or 931.

The file of requests

The bulk upload file of requests lets a commercial customer send many intercepts in one CSV file. All records in one file are charged to the same permit number.

A file is comma-separated values with one column header row. Each row after the header is one intercept request. A file can have 2000 detail records.

The file name follows the pattern MAILERID_YYYYMMDDHHMM.csv. Its first part is the customer's 9- or 6-digit Mailer ID. The rest is the year, month, day, hour and minute the file was made, as in 959375937_202108041642.csv.

Each field has a format and a maximum length, such as A/N (20) for up to 20 alphanumeric characters. Each field is also required, not required, or conditional.

FieldsRequiredWhat they hold
Tracking NumberYThe tracking number of the original mailpiece.
Intercept TypeYThe action to take with the mailpiece.
Extra Service Code: ConfirmationCA signature code, only when confirmation is requested.
Extra Service Code: InsuranceCAn insurance code, only when the intercept is insured.
Value of ArticleCWhat the original mailpiece was insured for.
Insurance AmountCThe insurance on the redirected mailpiece.
Redirect Recipient Name, Address Line 1, City Name, State, ZIPCThe new destination for Redirect and Hold For Pickup.
Original Delivery Recipient, Address Line 1, City, StateYThe original destination.
Sender Email, Name, Address Line 1, City, State, ZIPYThe original sender.
HFPU Recipient EmailCThe recipient's email, for Hold For Pickup.
Each Address Line 2 and ZIP+4, and Original ZIP CodeNThe rest of an address.

The customer downloads a template for the file from the application. To upload, the customer picks the Customer Registration ID, permit and Mailer ID for the file. The customer then uploads the file and confirms the upload.

Tracking requests

An uploaded file shows its status under File Upload Requests on the application's home page. In Progress means the system is still processing the file. Completed means the intercept process can go on.

USPS sends an email when it has processed a file. A detailed view shows the status of each package in the file.

The recent requests list shows these details for each request.

  • The USPS Tracking number
  • The date the request was created
  • The status of the request and of its payment
  • The request type
  • Whether the tracking number was entered by hand or in a file, and the file's name

In tracking data

An intercept shows in Product Tracking and Reporting, the USPS tracking system, as scan event 44.

The scan event extract file holds every scan event on every package a mailer listed in its Shipping Services file. In that file, a delivered or picked-up scan leaves out the delivery address when the mailpiece also has an intercept scan.

Billing

The flat fee for a request is charged when the request is placed. Priority Mail postage and extra service fees are charged once USPS finds the mailpiece and redirects it.

All fees and postage are debited automatically against the customer's CAPS account. The request steps name the Enterprise Payment System account as the one charged on submit.

Billing statements are in Mailing Reports, on the Transactions page, under the Adjustments transaction type.

Rules

Registered Mail can be intercepted but can only be returned to the sender.

Registered Mail can be intercepted, but it can only go back to the sender.

If insurance coverage above $50 was purchased as part of the original mailing, such coverage does not automatically carry forward and must be repurchased as part of the intercept request, if desired.

Insurance above $50 on the original mailing does not carry over. A sender who wants it must buy it again in the intercept request.

Insurance cannot be added after the package intercept request, and a package cannot be insured for an amount greater than that of the original mailing.

Insurance cannot be added once the request is made. The intercept cannot be insured for more than the original mailing.

In order to use the USPS Package Intercept Commercial Service Application, you must first meet the following requirements:

A business must complete the five setup steps before it can use the application.

This field must be used for the new destination address for Redirect and Hold for Pickup.

A file request to redirect or to hold for pickup must fill in the redirect address fields.

Fields longer than the maximum will be treated as malformed data and rejected.

A field longer than its maximum length is malformed, and USPS rejects it.

The name of the file should be unique.

Each file of requests should have a name no other file has.

You must wait until the file status is complete.

The customer must wait for a file's status to reach Completed before going on.

What goes wrong

The application shows five common errors.

  • A tracking number the system does not recognize.
  • An incorrect entry, which USPS cannot accept.
  • A request the user cancelled before submitting it.
  • A package that cannot be intercepted, such as one already delivered or out for delivery.
  • A payment that could not be processed.

A request whose addresses were not validated gets an error message and may fail. The application does not store invalid tracking numbers from a file, and it explains each error. The detail page for a file lists any failed upload requests.
