Periodicals Accuracy, Grading, and Evaluation (PAGE) Program

PAGE is a voluntary USPS program that tests whether publication and print planning software calculates the percentage of advertising according to Domestic Mail Manual standards. Periodicals mailers who use PAGE-certified software can stop submitting marked copies of every edition, unless postal officials ask for them. USPS certifies both the software and the people who operate it.

What it is

Every Periodicals publisher reports the percentage of advertising in each issue, because it sets the pound price charge. The publisher enters it on PS Form 3541, the Periodicals postage statement, and backs it with one of four options:

  • a marked copy of each issue, with the advertising percentage carried to two decimal places
  • PAGE certification, which removes the need to submit marked copies
  • advertising prices paid on the whole copy, which waives nonadvertising prices
  • the Alternate Marked Copy Program, which collects marked copies at the Statement of Ownership review

USPS designed PAGE with the publishing industry, and taking part is voluntary. PAGE tests the calculation accuracy of the software as a product. It also tests each user's knowledge of Periodicals mailing standards and Customer Support Rulings.

Product certification is for companies that write their own publication and print planning software. The software may be a retail product sold to mailers, or proprietary software for internal use only. User certification is for the people who operate a certified product.

A PAGE-certified software product is publication and print planning software written for one platform or operating system, with one version number. PAGE certifies each platform of a developer's product on its own, by platform and version number.

How it works

A product is certified first, then the people who use it. Developers of proprietary software finish product certification before their users can apply. Tests take place at the NCSC, USPS's National Customer Support Center in Memphis, TN.

Product certification, for the developer.

  1. The developer buys the testing package and completes the pre-certification survey.
  2. The developer sends the PAGE Order Form, fees, survey and software to the NCSC.
  3. The publisher submits a marked copy of the publication for the evaluation.
  4. The developer gives technical support by telephone conference during the evaluation.
  5. The NCSC changes editorial content to advertising to check that the software recalculates postage.
  6. When every calculation is 100% accurate, the developer receives a certificate for that product and version.
  7. The product joins the list of PAGE-certified products on PostalPro.

User certification, for each person who operates the software.

  1. The user sends the PAGE User’s Application and the exam fee to the PAGE Department.
  2. The PAGE Department mails an exam packet, and the user has 30 days to return it.
  3. The user creates an electronic layout of the largest edition of a recent issue.
  4. The user prepares a manually marked copy of the same edition.
  5. The user takes a written examination on Periodicals mailing requirements.
  6. The user sends all parts of the test packet to the NCSC at the same time.
  7. A user who passes receives a certificate naming the user, company, publications and product.

What the evaluation checks

Each product is examined for accurate calculations and for compliance with DMM mailing standards and Customer Support Rulings. A product that is 100% accurate and compliant is certified. The evaluation inspects how the software counts each of these:

  • public service announcements
  • the publisher's own advertising
  • white space
  • neutral space
  • inserts such as tip-ins, tip-ons, onserts and outserts
  • advertising on polybags, wrappers and bellybands
  • advertising in supplements
  • reader service cards
  • questionnaires

USPS chooses the test scenarios from factors that include these:

  • new Customer Support Rulings
  • significant errors that business mail entry units detect
  • new Periodicals regulations
  • DMM changes that affect Periodicals classification

User examinations

A user passes with 100% on the marked copy, 100% on its electronic layout, and 90% on the examination. The layout shows the advertising percent and weight, the publication name, the issue date, total advertising in square inches and total pages. The NCSC checks the layout, the marked copy and the documentation for correct advertising calculations.

The examination has two levels, and each is open book. The Executive Level examination has 25 questions on the characteristics, types, design and eligibility of Periodicals, bound and unbound. Each company needs at least two people to complete it.

The Associate Level examination has 20 questions, for entry-level staff in roles such as marketing, sales and data entry. It covers advertising, nonadvertising and editorial content. Other users of the certified software may take it.

Versions and products

Every PAGE product certification applies to specific versions of the software. A version number has four parts.

PartExampleWhat it holds
Version No.2.01The developer's number: the major release left of the decimal point, the calculation logic version right of it.
Revision No..03A change that is not calculation logic, such as the user interface or print drivers.
PAGE Cycle.AThe cycle indicator the PAGE Department assigns.
Manufacturer No..99.09Other internal tracking information the manufacturer chooses.

A product that passes grading without corrections is certified under its original number. A product that needs corrections gets a new version number from the developer once they are complete. When the manufacturer number shows a database release date, USPS recommends a 2-byte year, a decimal, then a 2-byte month.

USPS recommends certifying each product that uses a certified product as its engine. A developer may instead tell the NCSC about the shared engine in writing, and every product is certified once the original passes.

Certification cycles

A PAGE certification cycle generally lasts two years, for users and developers alike. Its dates are tentative, and USPS may start a new cycle after significant DMM or Periodicals rule changes or new Customer Support Rulings. Developers and publishers are notified when that happens.

Testing is continuous, so a developer can start at any time. A developer's certification lasts two years, with notice 60 days before it expires. A user's certification lasts two years, but software or rule changes can require recertification sooner. A product or user recertified during a cycle stays certified through the end of that cycle.

Rules

Any change to an existing software product must be reported in writing on letterhead from the software development company to the PAGE Department at the National Customer Support Center (NCSC) before release.

A developer must report every change to a certified product in writing, on company letterhead, before releasing it. The PAGE Department then decides whether the product or its users need recertification.

Although this program evaluates and validates advertising percentage calculations, PAGE does not eliminate physical review of issues or annual audits of Periodicals prepared using PAGE-certified software.

Certified software does not end USPS's physical review of issues or its annual audits of Periodicals.

If the PAGE-certified software is licensed to or from another company, the USPS National Customer Support Center (NCSC) must be informed in writing and complete testing must be conducted successfully to obtain certification for the new product.

When certified software is licensed to or from another company, the NCSC must be told in writing. The new product must pass complete testing before it is certified.

Developers of proprietary software must complete this certification process before users are eligible to apply for certification.

A developer of proprietary software must finish product certification before its users are eligible to apply.

User certification requires a minimum of two individuals from the company to complete the Executive Level examination.

At least two people from each company must complete the Executive Level examination for user certification.

It is the responsibility of the developer to notify their customer if changes to the software require them to be recertified by the PAGE Department.

The developer must tell its customers when a software change means the PAGE Department has to recertify them.

The USPS requires publishers to indicate the product name and version number in the header of the PAGE report.

Publishers must show the software's product name and version number in the header of the PAGE report.

The USPS prohibits the use of any PAGE Phraseology on all official USPS forms and required documentation, including postage statement facsimiles and the USPS Qualification report.

PAGE wording must not appear on official USPS forms or required documentation, such as postage statement facsimiles and the USPS Qualification report.

What goes wrong

PAGE certification does not guarantee that USPS accepts a publisher's per-copy weights and advertising percentages. The NCSC may run random tests on any certified product during the certification cycle.

A developer whose documentation is incomplete or incorrect must resubmit it with the NCSC's corrections. When errors prevent certification, the developer receives an evaluation report that names each violation and its DMM reference. The developer then fixes the software and supplies a new copy for analysis.

A user who fails any part of the test packet may request another exam, paying the fee for each exam taken.

USPS field staff or mailers sometimes find calculation errors after a certified product reaches customers. PAGE then follows a set protocol to resolve the problem.

The field error protocol.

  1. The PAGE Department opens an incident report file for the product and version number.
  2. PAGE decides whether the problem is a calculation error or something else, such as user setup.
  3. PAGE alerts the developer to the problem.
  4. PAGE and the developer agree on a reasonable time frame to correct it.
  5. PAGE may ask the developer to retest the applicable test files before release.
  6. Once PAGE finds the problem corrected, the developer may release the corrected application.

PAGE may revoke or suspend certification when the developer misses the agreed time frame.
