Phone Provider Format–Hold For Pickup Notifications

Phone Provider Format–Hold For Pickup Notifications is a USPS chart of the text-message address format for each known cell phone provider. A mailer gives USPS an SMS text address so the recipient gets a text about a Hold For Pickup package. The Shipping Services File's format for that number no longer includes the provider's carrier URL.

What it is

Hold For Pickup is a USPS service that holds a package at a Post Office for the addressee or a designee to pick up. USPS sends the customer an automated notification when the mailer provides an email address or an SMS text address.

An SMS text address is the recipient's phone number in a form that depends on the phone service provider. The chart is a suggested list of the formats known providers use, and Publication 199 holds the complete specifications.

The chart is titled for COD Hold For Pickup Service. COD Hold For Pickup puts Collect on Delivery and Hold For Pickup on one mailpiece, under a single-ply label. PostalPro has moved the chart to the Publication 199 page.

How it works

USPS sends the notification when the package reaches the pickup Post Office, if the mailer provided contact detail.

  1. The mailer puts the recipient's email address or SMS text address in the Shipping Services File.
  2. The package arrives, and USPS emails or texts the addressee.
  3. After 5 days unclaimed, or 3 for Priority Mail Express, the Post Office notifies again.
  4. After 15 days unclaimed, or 5 for Priority Mail Express, the package returns to the sender.

The provider formats

Each format on the chart is the phone number, written 000-000-0000, followed by the provider's carrier URL.

The SMS text address in the Shipping Services File

The Shipping Services File carries the SMS text address in the D2 record, the record for special products such as Hold For Pickup. The recipient's address goes in the Recipient SMS Number field, positions 236 to 299, 64 alphanumeric characters.

The field holds the phone number at which the recipient will receive text messages, such as 5555551234. The required format no longer includes the carrier URL, the part after the @ in 6035550323@wirelesscarrier.com.

The chart's footnote says mailers must use its format on PS Form 3816 or in the Shipping Services File when the recipient's mobile phone number is included. For Hold For Pickup, required elements on the Hold For Pickup label and in the Shipping Services File replace PS Form 3816. Version 26 of the IMpb implementation guide, dated April 18, 2023, removed all references to SMS carrier information.

The sender has a matching field, the Sender SMS Number, positions 412 to 475.

Rules

The required format for a SMS number in the SSF no longer includes the carrier URL (e.g. 6035550323@wirelesscarrier.com).

The required format for an SMS text address in the Shipping Services File is the phone number alone, without the carrier URL.

Required if Recipient E-mail address is not provided.

A Hold For Pickup record must carry the Recipient SMS Number when it has no recipient email address.

Information is required for Hold For Pickup for the customer to receive the Hold for Pickup notification.

The sender's email address and SMS number must be in the D2 record for the customer to receive the Hold For Pickup notification.

The current multi-ply PS Form 3816 should not be used for Hold For Pickup.

A mailer should not use the multi-ply PS Form 3816 for Hold For Pickup.

It is recommended that you also check with your recipient to ensure you have their correct SMS text address information.

A mailer should also check the SMS text address with the recipient.

What goes wrong

When a recipient SMS text address is invalid, the Confirmation/Error/Warning file returns INVALID RECIPIENT SMS ADDRESS; DEFAULT TO SPACES, and the field defaults to spaces. An invalid sender SMS text address has a matching message.
