Seamless Acceptance

Seamless Acceptance is a USPS process that automates the entry and verification of commercial mailings with eDoc, Intelligent Mail barcodes and scan data. It is for Full-Service mailers who take part in eInduction. Their postage statements finalize on their own, which puts postage payment in the mailer's hands.

What it is

Seamless Acceptance compares a mailer's electronic postage statement with data USPS collects as it processes the mail. The comparison answers 3 questions about whether pieces were paid for, paid for correctly and prepared correctly.

It relies on eDoc, the electronic postage statement and mailing data, and on Intelligent Mail barcodes on containers, handling units and pieces. Every piece needs a unique barcode and a place in the eDoc.

A Seamless mailer must also take part in eInduction, the USPS process for the induction of drop shipments and expedited plant load mailings. eInduction checks payment and preparation of commercial mail containers with eDoc, container barcodes and handheld scanners. The requirement covers DMU-verified origin entry and destination entry drop shipments.

USPS adds up a mailer's preparation errors each month and measures them against thresholds. A single error does not trigger a penalty. The Mailer Scorecard, a USPS mail quality dashboard, shows the results under a Seamless tab. Since June 27, 2021, that tab is named Seamless / Automated Verifications. USPS and mailers both use this trend-based reporting to correct mail quality issues.

How it works

A mailer first goes through Automated Verifications, an intermediate step that tests its mail preparation. Every Customer Registration ID that submits Full-Service volume is enabled for it. It differs from Seamless Acceptance in two ways: undocumented pieces are not assessed, and statements do not auto-finalize. Its other verifications may result in additional postage.

Onboarding moves a mailer location from Automated Verifications into Seamless Acceptance.

  1. Full-Service compliant mailers already meet the basic requirements.
  2. USPS flags the mailer's location as Automated Verifications in its systems.
  3. The mailer works with USPS to find the root causes of issues.
  4. The mailer resolves the mail preparation issues Automated Verifications finds.
  5. The mailer keeps mail quality under thresholds for at least one calendar month.
  6. Seamless Acceptance is activated for the location.

Once in Seamless Acceptance, USPS reconciles scans and samples to the mailer's eDoc. This confirms the mail is prepared for the discounts claimed and the postage paid.

Each Seamless mailing goes through these checks.

  1. USPS validates the eDoc against the Seamless participation criteria.
  2. An acceptance employee samples the mail with a handheld device when prompted.
  3. The sample covers 1 container, 3 sacks, trays or bundles, and 30 pieces.
  4. Mail processing equipment collects scans as it processes the mail.
  5. USPS compares handheld, equipment and Surface Visibility scans with the eDoc to find errors.

Statement finalization

An acceptance employee no longer finalizes a Seamless mailer's postage statements in PostalOne!. Instead, the statement auto-finalizes on the Mailing Date in the eDoc.

PostalOne! finalizes a statement on this schedule.

  1. PostalOne! checks the payment account balance every 24 hours, starting 2 days before the mailing date.
  2. On the mailing date, PostalOne! tries to auto-finalize the mailing at set times.
  3. If that fails, it tries four times a day for the next 14 days.
  4. On the 15th day, an acceptance employee finalizes it by hand after funds are added.

Changing the mailing date

A Seamless mailer can change the mailing date through the Business Customer Gateway Dashboard. The option works for all Seamless mailings, whatever the submission type. The change must happen before finalization.

Error thresholds

USPS measures a Seamless mailer's quality across all pieces it mails in a calendar month. Each error type has its own threshold.

Error typeWhat it meansThreshold
UndocumentedA scanned barcode is on no eDoc.3%
Nesting/sortationA piece is on a different tray or bundle than the eDoc shows1%
Delivery PointThe barcode's delivery point does not exist at USPS2%

WeightThe piece weight differs from the eDoc1.05 PAF

Postage Adjustment Factor

A Postage Adjustment Factor applies the error rate from handheld samples to all of a month's mailings. If a verification crosses a threshold, the mailer may be charged additional postage. The Seamless Acceptance and Service Performance system calculates the errors and the factor for each one.

USPS collects postage for sampling errors only after a mailer exceeds the factor more than 3 times in a rolling 12 months. The 4th month over the threshold is the month USPS assesses. Mail Characteristic failures count against the eDoc submitter, whoever owns the mail.

Seamless Acceptance Incentive

The Seamless Acceptance Incentive is a USPS discount that pays eDoc submitters for adopting Seamless Acceptance. It is a rate incentive, a discount that is not a workshare discount. It applies to postage statements that finalize on January 24, 2021 or later, and it has no end date.

Eligible First-Class Mail cards, letters and flats and Marketing Mail letters and flats earn $0.002 a piece. Eligible Periodicals letters and flats and Bound Printed Matter flats earn $0.001 a piece. A mailing's incentive is its eligible pieces times their rate. A First-Class Mail or Marketing Mail statement must earn at least $2.00. A Periodicals or Bound Printed Matter statement must earn at least $1.00.

The incentive goes to the eDoc submitter, a mailer or a mail service provider that meets the Seamless Acceptance requirements. It is based on the submitter's Customer Registration ID, whose status in PostalOne! must be Seamless Acceptance. An ID still in Automated Verifications does not qualify. The Mailer Scorecard shows each ID's status as Seamless, Automated Verification or Inactive.

The submitter also needs an Enterprise Payment Account, the single account customers pay through in the Enterprise Payment System. Only pieces that qualify for Full-Service earn the incentive. Every Door Direct Mail pieces are not eligible for Full-Service, so they earn none. The incentive is not a promotion, so it can be claimed on eligible pieces in a promotion.

A Mail.dat file names the eDoc submitter in the Segment Record's eDoc Sender CRID field. A Mail.XML submission names it in OpenMailingGroupRequest > MailingGroupData > MailingFacility.

A submitter enrolls the permit whose account receives the incentive.

  1. The submitter logs into the Business Customer Gateway.
  2. Under Mailing Services, it opens Manage Permits, which needs the BSA or Delegate role.
  3. It opens the Associated Business Location link, which needs a permit linked to its account.
  4. It opens the Select Seamless Incentive Permit link.
  5. It selects the permit tied to the account that should receive the incentive.
  6. The enrolled permit then appears on the Business Location Information page.

The submitter may pick any account it is payment manager for, even one not tied to its Seamless ID. The permit that pays postage need not be linked to an account, but the permit that receives the incentive must be. The submitter may change the enrolled permit later with the Update Seamless Incentive Permit link.

USPS deposits the incentive into the Enterprise Payment Account of the enrolled permit. A trust account receives it when the postage statement finalizes. An ACH debit account receives a daily total at 6:00 pm EST. When the money from an ACH credit can be used depends on the mailer's bank. The funds may be withdrawn or used to pay for future mailings.

PostalOne! shows each statement's incentive in the Seamless Acceptance Incentive Report.

Rules

To participate in Seamless Acceptance all pieces must be uniquely barcoded, included in electronic documentation (eDoc), and mailers must meet the following requirements:

Every piece in a Seamless mailing must carry a unique barcode and appear in the eDoc. The mailer must also meet the price, Full-Service, Automated Verifications and eInduction requirements.

Prior to participating in Seamless Acceptance mailers must participate in an intermediate step, Automated Verifications to test out their mail preparation standards.

A mailer must go through Automated Verifications before it can enter Seamless Acceptance.

Seamless Acceptance mailers must verify that the Permits/Account Numbers associated with their accounts are funded before their postage statements are finalized.

A Seamless mailer must make sure its permit accounts hold enough money before its statements finalize.

On the 15th day, the statement must be manually finalized by an acceptance employee after funds have been added to the account.

When a statement has not auto-finalized after 14 days, an acceptance employee must finalize it by hand, once the account is funded.

Full printed barcode must match the barcode included in the eDoc

The whole barcode printed on a piece must match the barcode in the eDoc.

Seamless mailers may change the date of finalization in case of printing or internal delays.

A Seamless mailer may move its finalization date when printing or internal work runs late.

The Mailer/Mail Service Provider (MSP)will be required to meet the requirements of Seamless Acceptance, register in the Seamless incentive program and must have an Enterprise Payment Account (EPA).

To claim the Seamless Acceptance Incentive, a mailer or mail service provider must meet the Seamless Acceptance requirements, register for the incentive and have an Enterprise Payment Account.

Takes effect January 24, 2021

Pieces must qualify for Full-Service in order to qualify for the Seamless incentive.

A piece must qualify for Full-Service to earn the Seamless Acceptance Incentive.

What goes wrong

An undocumented error is a scanned piece that USPS cannot match to any eDoc. USPS matches scanned barcodes against finalized eDocs from the previous 45 days. The match uses the full length of the scanned barcode.

USPS tries to find a match for 3 days before it reports the error. It tries again on day 7 and day 10 after the scan. If it finds a match, it deactivates the error. Scans more than 10 days before USPS receives the eDoc stay undocumented.

Common causes of undocumented errors include:

  • no eDoc for a barcoded mailing
  • Full Rate postage on barcoded pieces
  • mailings presented with hardcopy or Postal Wizard statements
  • a printed barcode that does not match the eDoc, most often in the Mailer ID, STID or serial number
  • an eDoc Mailing Date more than 30 days before finalization
  • a reversed job, which removes the eDoc barcodes from the Seamless Acceptance and Service Performance system
  • piece scans more than 3 days before USPS receives the eDoc

In January 2022, USPS deployed logic that reassigns undocumented errors to the right eDoc submitter. One reassignment path is Category 14 logic. It uses a Mailer ID relationship established within the past 180 days. Category 14 errors became assessable on March 1, 2023.
