USPS Ship

USPS Ship is the USPS platform for paying and verifying postage on commercial packages. Shippers send a manifest, USPS Ship compares it with scans of the physical packages, and USPS charges or refunds the difference.

What it is

USPS Ship is a platform for commercial package payment, verification and visibility. It serves commercial manifest shippers, the businesses that send USPS an electronic manifest for their packages.

USPS Ship prices domestic and international package products, such as Priority Mail and Parcel Select Ground. It also supports USPS Connect Local, USPS Connect Regional and USPS Returns.

USPS Ship uses package attributes captured on mail processing equipment, so it can price each package on its own. It takes payment through the Enterprise Payment System, the USPS payment platform. A shipper enrolled in USPS Ship needs an Enterprise Payment Account.

USPS Ship was earlier called the Package Platform Concept. It replaces eVS, the electronic verification system, which USPS is retiring. eVS customers had to move to USPS Ship or USPS APIs by February 2025.

How it works

USPS Ship works from two kinds of data about each package: the manifest the shipper sends and the scans USPS captures. It prices each package from the manifest, then adjusts the price when the scans show something different.

A package's path through USPS Ship when nothing goes wrong.

  1. The shipper creates labels with its own software, Click N' Ship or USPS APIs.
  2. The shipper sends a manifest file to USPS through PDX, SFTP or AS2.
  3. USPS Ship checks each package's weight, dimensions, entry and packaging and prices it.
  4. USPS Ship charges the postage on the day it processes the manifest.
  5. USPS Ship compares the attributes captured in processing with the manifested ones.
  6. USPS Ship applies any adjustment to the shipper's Enterprise Payment Account.

Enrollment

A shipper enrolls with three identifiers: a Customer Registration ID, a Mailer ID and an Enterprise Payment Account.

How a shipper enrolls and gets its data.

  1. Register for a USPS Business Account in the Customer Onboarding Portal.
  2. Enter the company's payment information in the portal.
  3. Select Ship Now on the Lets Get Started page.
  4. Set up the data feeds wanted in IV-MTR.
  5. Request access to USPS Ship Reports in the Business Customer Gateway.

The manifest

The manifest is a Shipping Services File, in version 1.6, 1.7 or 2.0. It gives each package's rate ingredients, postage and payment method.

When the manifest has a package USPS Ship cannot price, advanced processing logic corrects the wrong pricing elements. The IV-MTR data feeds show which elements changed.

Shippers moving from eVS change nothing in the content or transmission of their Shipping Services Files. Tracking is not part of USPS Ship: it is in Product Tracking and Reporting.

Validations

USPS Ship runs its validations at the manifest, sampling and scan levels. They compare the attributes USPS captures with the ones the shipper claims, to find postage differences between the manifest and the package.

ValidationWhat USPS Ship checks
Census AttributeCaptured weight and dimensions of Origin, NDC and SCF entered packages against the manifest
MisShippedThe first physical scan's location against the claimed entry facility
Statistical Quality AssessmentRandom samples of packages entered at DDU sites
DuplicatesIMpbs used on more than one package within 120 days
UnmanifestedScanned packages that have no manifest
Package QualityAddress Quality, Manifest Quality and Barcode Quality

Census and MisShipped postage is charged when the package is delivered. Unmanifested, Package Quality and SQA postage is collected on the 16th of the following month.

When an unmanifested or duplicate package has no scan attributes, USPS Ship prices it at the shipper's monthly average weight. The Attribute Based Pricing Ratio decides between the 30-day and the 90-day average. The ratio is the packages priced with scan attributes divided by all packages priced.

Reports and data feeds

USPS Ship gives package, transaction and adjustment details in two forms: IV-MTR data feeds and online reports. The online reports come in CSV and Excel formats.

IV-MTR is the USPS Informed Visibility Mail Tracking & Reporting application. For USPS Ship, it gives shippers data on the transactions and adjustments for their packages. Both package and adjustment transactions are debited from the Enterprise Payment Account.

The USPS Ship Data Dictionary describes each data feed's fields.

Moving from eVS

eVS customers had to move to USPS Ship or USPS APIs by February 2025. The USPS Ship Pilot let shippers see USPS Ship process their manifests while eVS still collected postage.

The Mailing & Shipping Solutions Center switches a profile from Pilot to Live on the first day of a month. After that, manifest and pricing adjustments are charged in USPS Ship, not eVS.

As of January 6, 2026, shippers may still use eVS labels instead of USPS Ship labels.

Rules

Shippers must submit manifests for all packages that are tendered by USPS.

Every package a shipper gives to USPS must be in a manifest. A scanned package with no manifest becomes an unmanifested package.

Shippers are required to include unique IMpbs on individual packages within a 120-day period.

Each package must carry its own IMpb barcode. A shipper must not reuse an IMpb on another package within 120 days.

Shippers are required to deposit packages at the correct entry location stated in the manifest.

A shipper must drop each package at the entry facility its manifest claims. The entry price depends on that facility.

Refund requests for adjustments must be submitted within 60 days of the original billing.

A shipper must ask for a refund of an adjustment within 60 days of the first bill.

All shippers that wish to participate in the USPS Ship program must enroll via the Customer Onboarding Portal (COP).

A shipper must enroll through the Customer Onboarding Portal to use USPS Ship.

They must have access to an EPS Account and must be assigned to a role in EPS to view the online reports in USPS Ship.

To see the online reports, a user must have access to an EPS account and must hold a role in EPS.

Shippers should work with USPS sales to be approved for either Commercial or NSA pricing.

A shipper should work with USPS sales to get approval for Commercial or Negotiated Service Agreement pricing.

What goes wrong

An unmanifested warning starts when USPS Ship finds no manifest for a scanned package. USPS Ship looks for a matching manifest up to 120 days back. It keeps trying until the 7th of the following month. Then the warning becomes an unmanifested error, and USPS collects postage.

A manifest that fails validation leaves its packages unmanifested until a corrections file is processed. USPS Ship assigns an unmanifested package to a customer by the Mailer ID in its IMpb.

An unmanifested fee applies when a shipper's unmanifested ratio is above a threshold, initially 4%. The fee then applies to all its unmanifested packages.

Duplicate packages receive published pricing. A second level review removes pieces that are not truly duplicates.

A MisShipped error also reprices the package as Ground Advantage Full Network. USPS Ship charges the higher of that price and the manifested price. No error is logged when the first scan is downstream from the claimed entry facility.

In a census validation, captured values replace manifested ones when they fall outside a configurable tolerance.

A shipper can dispute an adjustment through the USPS Ship Disputes and Refund Requests service. The shipper uploads a text file listing the packages. A USPS Analyst reviews the dispute, and an approved dispute refunds the shipper's EPS Account.

A shipper can ask for a Joint Review of an assessment that is still pending. A shipper can also ask for a refund of labels in a Shipping Services File that were charged but never shipped.
