USPS Returns

USPS Returns is a USPS method for verifying and paying for return packages, built for Merchandise Return Service and Scan Based Payment customers. A business gives its customers prepaid return labels. USPS prices each returned package on its own and charges the business's Enterprise Payment System account.

What it is

USPS Returns replaces manual postage and fee assessments with automated pricing. Upgraded mail processing equipment captures each package's attributes, and USPS prices the package from them. The package then goes directly to the returns customer, the business that issued the label.

It answers problems in the Merchandise Return Service process, the returns program billed by hand. That process relies on sampling, lacks package-level pricing and visibility, and holds packages at postage due units.

A merchant qualifies with at least 10,000 returns a year. Any mix of eligible mail classes counts toward that total. The merchant also holds a Merchandise Return Service permit and pays its account maintenance fees each year.

Scan Based Payment and Parcel Return Service Full Network customers keep their labels and service type codes. Every other customer, including Merchandise Return Service customers, moves to the USPS Returns label.

How it works

USPS Returns runs in three phases: enrollment, transactions and reporting. After enrollment, USPS prices each package per transaction as it moves through the network.

  1. The returns customer registers in the Business Customer Gateway and adds its Customer Registration Identifications, or CRIDs.
  2. The customer sets up its Enterprise Payment System account, or EPS account, funded by local deposits, Fedwire or ACH.
  3. The customer chooses the Mailer IDs its labels print in the IMpb, the Intelligent Mail package barcode.
  4. Each Mailer ID must be on the same CRID as the EPS account.
  5. A USPS Sales Representative links any contract pricing to those Mailer IDs.
  6. The customer prints labels with its enrolled Mailer IDs and approved service type codes.
  7. The customer calls the Mailing and Shipping Solution Center to enroll its CRID, Mailer IDs and service type codes.
  8. A consumer mails the package at retail, by carrier pickup or in a collection box.
  9. The customer may send a Shipping Services File manifest to insure a package.
  10. USPS collects the package's weight, dimensions and mail class in the network to price it.
  11. USPS charges the EPS account at the delivery scan or 14 days after the last scan.
  12. The customer reviews its transactions in EPS and its data feeds in IV-MTR.

When the returns customer preprints a QR code on the label, a consumer can scan it to request a free pickup or find a Post Office. The returns customer can sign up for a notice when a package enters the mailstream.

The label

A USPS Returns label is 4x6 inches. It must carry these design elements:

  • Service Icon Block
  • Postage Guarantee Imprint
  • Pre-Printed or Handwritten Return Address
  • Service Banner
  • Delivery Address
  • IMpb with the Mailer ID and service type code

The label may also carry additional information and a user segment or QR code.

A customer can request a USPS Cloud Tool API label option. It can also print its own labels, with vendor software or with its own barcode software. The National Customer Support Center certifies privately printed labels. For certification, the shipper sends 10 sample labels and PS Form 5052.

Service type codes

The service type code is the identifier in the IMpb that sets the mail class and any extra services. The customer picks codes by mail class and extra services.

Pricing

USPS prices each package per transaction at published commercial prices or at contract prices. It uses the first price in this order that it can:

PriceWhen USPS uses it
CharacteristicUSPS captured every attribute it needs during processing, such as weight and dimensions.
ManifestCaptured attributes are missing, and the customer submitted a manifest file.
AverageCaptured attributes are missing, and the customer has an average postage.
DefaultNo attributes were captured, and no customer average exists.

USPS calculates the average each month for each Mailer ID and mail class, from characteristic-priced packages. It needs at least 25 such packages first. An average applies in the next calendar month.

USPS calculates a default price for each Mailer ID and mail class at account set-up. A customer already using USPS for returns gets a default from its previous month of data. A customer of another supplier may give USPS its returns profile from that supplier. Without returns data, USPS uses the previous month of outbound data.

A shipper with a Negotiated Service Agreement for one mail class pays published commercial prices for every other mail class.

USPS Returns also has a Scan Based Payment label. Items on that label are charged an average uniform price based on sampling, adjusted monthly. Its postage is collected for each piece that gets a physical scan in Product Tracking and Reporting.

Payment

USPS Ship, formerly the Package Platform, charges the EPS account linked to the package's Mailer ID. It charges at the delivery scan, event code 01, or fourteen days after the last scan when it gets no package attributes.

What it means
The article has been delivered and a delivery scan recorded the time and date of delivery

A trust account is drawn down at once. A debit account's transactions are held until 6:00 pm EST and billed once a day.

Reporting

A returns customer reviews summary and transaction reports in EPS. It can also subscribe to transaction-level data feeds in IV-MTR, the Informed Visibility Mail Tracking & Reporting application at iv.usps.com. A feed arrives as a push report over Secure File Transfer Protocol or as a pull report to download. A customer can use the feeds for reconciliation and for internal or external reporting.

Four data feeds carry USPS Returns data:

  • Package Platform – Pricing Scan
  • Package Platform – Final Notification
  • EPS – USPS Returns Transactions
  • EPS – Transaction Summary

Data delegation in IV-MTR lets a user see another CRID's data or share data with another CRID.

Scan event extracts stay available through Product Tracking and Reporting. A customer receives those scan events through Parcel Data Exchange, in the Business Customer Gateway.

Rules

USPS Returns customers must use the enrolled MIDs and approved STCs when creating their USPS Returns labels.

A returns customer must print only its enrolled Mailer IDs and approved service type codes on its USPS Returns labels.

A MID/STC combination can only be active in either Scan Based Payment (SBP) or USPS Returns, but not both.

A Mailer ID and service type code pair must not be active in both Scan Based Payment and USPS Returns.

When transitioning a Mailer ID from SBP to USPS Returns, mailers must transition all Service Type Codes.

A mailer moving a Mailer ID from Scan Based Payment to USPS Returns must move all of its service type codes.

The serial number in the IMpb must be unique for 120 days.

The serial number in a USPS Returns IMpb must not repeat within 120 days.

USPS Returns labels must use one of the following label constructs:

A USPS Returns label must use the C01 or the C05 Commercial Mail Construct.

Privately printed labels must be certified by the National Customer Support Center (NCSC).

A label the customer prints itself must be certified by the National Customer Support Center.

All other customers, including those using MRS, must transition to the new automated USPS Returns label design.

Every customer except those on Scan Based Payment labels must move to the USPS Returns label design, including Merchandise Return Service customers.

If the MID(s) is linked to a Negotiated Service Agreement (NSA)/ Commercial Plus™ Pricing (CPP) Authorization, the USPS Returns customer must provide contract numbers associated to that MID.

A customer whose Mailer ID has a Negotiated Service Agreement or Commercial Plus Pricing authorization must give USPS the contract numbers for that Mailer ID.

What goes wrong

A returns customer is responsible for every processed package with its Mailer ID in the IMpb. USPS collects through its normal accounts receivable process and can refer a case to the Inspection Service.

USPS Returns detects duplicate labels in the mail stream. For each duplicate, USPS charges the EPS account the customer's average or default postage.

A package that never crosses mail processing equipment is still priced from employees' physical scans, such as the delivery scan. When equipment can't read the IMpb, USPS keys it in by hand at delivery.

A legacy Merchandise Return Service label, one without an IMpb, stays in the manual workflow. Postage due units bill it to the customer's local MRS account or its MRS account linked to CAPS.

A package over 70 pounds is nonmailable and is held for pickup with a fee. Unless it is picked up where it was entered, the overweight item fee is $100 per item. An item not claimed within 14 calendar days is considered abandoned.

A USPS unit that gets several nonmachinable returns, or packages that look shortpaid, emails uspsreturns@usps.gov. The email includes photographs of the label and the package's weight or dimensions.

A shipper disputes a charge in the Parcel Review and Dispute Application.

  1. The shipper logs in to the Business Customer Gateway.
  2. The shipper opens the Shipping Services tab.
  3. The shipper opens the Parcel Review and Dispute Application.
  4. The shipper submits package-level disputes on that application's page.
