Full-Service Certification

Full-Service Certification is a voluntary USPS certification for mailers that send consistent, high-quality Full-Service mailings. It has two levels, Standard and Platinum, and USPS lists certified mailers on PostalPro. A separate USPS list names the vendors whose Full-Service software is certified.

What it is

Full-Service Certification recognizes mailers that can show their mail quality. Mailers who prove they regularly meet or exceed USPS quality standards are featured prominently on the USPS website.

Standard Full-Service Certification rests on the mailer's scores in the Mailer Scorecard, a USPS mail quality tool. Platinum Full-Service Certification adds total quality management standards to the same thresholds. USPS reviews certified mailers of both levels quarterly, and no less than annually.

PostalPro offers the certification to mail service providers, businesses that prepare and present Full-Service presort mailings. Mailers are certified as Presort Bureaus, List Mailers or Consolidators. A mailer with several operations may choose which ones to certify.

How it works

Both levels start the same way, from the mailer's own Full-Service mailings and their scores. Platinum then adds an internal audit and an external audit.

A Standard certification, from the first mailings to the quarterly review.

  1. The mailer submits Full-Service mailings for at least 90 days and watches its Mailer Scorecard.
  2. It compares its scores with the thresholds in the Business Customer Gateway's Mail Quality Reports.
  3. It fills out the Full-Service Certification Application and sends it to MSPcert@usps.gov.
  4. USPS analyzes the data from the mailer's mailings for the previous 3 months.
  5. When the thresholds are met, USPS lists the company as Standard certified and emails it.
  6. USPS reviews the mailer's continued eligibility every quarter.

Mailer Scorecard thresholds

Both levels use one set of Full-Service Verification thresholds, shown in the Mailer Scorecard under Mail Quality Reports. USPS may update them after periodic review. Eligibility is judged against the thresholds in force.

As of May 2024, the thresholds are these.

MetricThreshold
% MID Container Errors2.00% or less
% MID HU Errors2.00% or less
% MID Piece Errors2.00% or less
% STID Errors2.00% or less
% By/For Errors5.00% or less
% Barcode Uniqueness Container Errors2.00% or less
% Barcode Uniqueness HU Errors2.00% or less
% Barcode Uniqueness Piece Errors2.00% or less
% Entry Facility Container Errors2.00% or less
% Unlinked Copal Tray Errors5.00% or less
Full Service Eligible Volume, Mailer Profile tab90% or more

Beyond these thresholds, the mailer's Customer Registration ID must keep 90% or more of its mail Full-Service eligible.

Standard Full-Service Certification

Standard Full-Service Certification asks a mailer to achieve the Full-Service quality thresholds and then keep them. Its third criterion is 90% or more Full-Service eligible volume on the Mailer Profile of the Mailer Scorecard.

USPS posts a list of mailers holding Standard certification on PostalPro. It updates the list as needed to add mailers that earn certification.

A mailer stays certified as long as quarterly reviews of its Mailer Scorecard show the thresholds held and Full-Service volume at 90% or more.

Platinum Full-Service Certification

Platinum Full-Service Certification is for mail service providers that show an exceptional degree of mail quality and complete the application process. Its criteria are these:

  • Achieve the established Full-Service quality thresholds.
  • Create and maintain quality processes that meet total quality management standards.
  • Perform and pass an internal audit.
  • Pass an external audit.
  • Submit the external audit results for USPS review.
  • Maintain the quality thresholds and standards.
  • Maintain 90% or more Full-Service eligible volume in the Mailer Scorecard.

Compliance with the Platinum standards is checked in periodic internal and external audits. Internal Quality Audits are self-audits by the company's owners, managers, quality staff and work teams. External Quality Audits are done by USPS approved auditors, and the mailer pays for them. Both use the standardized checklist of the Platinum standards.

The external auditor is a Certified Quality Auditor. The auditor cannot be an employee who manages or runs any part of the quality process at the audited site.

A Platinum certification, once the mailer meets the Standard prerequisites.

  1. The company completes two internal audits and passes the last one.
  2. It attaches the internal audit results to its Full-Service Certification Application.
  3. USPS analyzes the audit results and the previous 90 days of mailing data.
  4. USPS tells a mailer that qualifies that an independent auditor must conduct an external audit.
  5. The mailer sends the score sheet, checklist and executive summary to MSPcert@usps.gov within 21 days.
  6. USPS reviews the external audit report to verify the results.
  7. USPS notifies the mailer of its status and sends a certificate.

The executive summary is a cover letter that explains the external audit's results, including the score.

A Platinum mailer's company name and website link appear on the USPS website. USPS also posts the list of Platinum mailers on PostalPro. The mailer keeps certification through quarterly reviews, internal quality checks and an external audit every three years.

Platinum quality standards

The Platinum standards describe the minimal set of activities for an effective, repeatable mail preparation process. They aim to prevent errors before they occur, not to fix them afterward.

Each standard has an alpha-numeric identifier and a short title, such as QM3, Audit Plan and Procedures. The auditor records the possible points, the points earned and the evidence for each standard.

Any hand sort operation must be part of the quality process, whatever the type of certification. The Quality Manual must address letters, flats and parcels as the mailer's operations handle them.

The Quality Manual

A Quality Manual is the written record of the processes in a Platinum quality program. It must hold six documented procedures.

StandardProcedureWhat it covers
QM1Document ControlHow the company controls documents
QM2Record ControlHow the company controls records
QM3Audit Plan and ProcedureHow the company plans, conducts and documents audits
QM4Nonconforming ProductsHow the company controls nonconforming product
QM5Corrective ActionHow the company finds, analyzes and fixes problems
QM6Preventive ActionHow the company finds and acts on chances to improve

Every document in the program must be marked with the standards it applies to. Records are kept for at least one year unless a standard says otherwise. All records that support the program must be on-site on the day of a full audit.

Internal audits are scheduled at least once every six months. At least two full internal audits take place each year. An external audit does not count as one of those two.

Election Mail certification

Election Mail certification adds requirements for outbound and return Election Mail to those of Standard or Platinum certification. Its requirements are these:

  • A Mailpiece Design Analyst approves every Election Mail design.
  • Reply envelopes carry Intelligent Mail barcodes, including Business Reply Mail and courtesy reply mail.
  • Mailings go in as Full-Service, through vendor approved software, with electronic documentation.
  • The electronic documentation flags each mailing as election mail.
  • Ballot mailings carry a physical Tag 191 on trays and mail transport equipment.

Certified Full-Service Software Vendors

Certified Full-Service Software Vendors is the USPS list of vendors that certified their Full-Service software products with USPS. For each one it gives the vendor, the software package and a telephone number. It also says whether the software is cloud based or on premise, how it submits to USPS, and which mail class it supports.

Mailers that meet the Full-Service criteria can receive these benefits:

  • The best commercial prices and the largest discounts.
  • No annual permit fees.
  • Visibility and tracking of mailings at no cost.
  • Mail Anywhere: one permit used at several business mail entry sites.
  • Address correction at no cost.

Rules

A mailer must submit Full-Service mailings for at least 90 days before applying for FSC.

A mailer must send Full-Service mailings for at least 90 days before it applies for either level.

Mailers must present at least 90% Full Service eligible volume as demonstrated on the Mailer Profile tab of the Mailers Scorecard.

At least 90% of a mailer's volume must be Full-Service eligible, as the Mailer Profile tab of the Mailer Scorecard shows.

In addition, mailers must not exceed any Full-Service Electronic Verification thresholds at the time of application and continue to present quality mailings as demonstrated by quarterly reviews.

A mailer must not exceed any Full-Service verification threshold when it applies. It must keep presenting quality mailings, and quarterly reviews check that it does.

The audit results must be 95% or higher.

A Platinum mailer's external audit must score 95% or higher.

An independent external auditor must be a Certified Quality Auditor (CQA) recognized by a National Certification Agency.

The external audit must be done by a Certified Quality Auditor whom a National Certification Agency recognizes.

The results of the external audit, including the audit score sheet, the checklist, and an executive summary must be submitted to the MSPcert@usps.gov mailbox within 21 days of the audit.

The mailer must send the score sheet, the checklist and the executive summary to MSPcert@usps.gov within 21 days of the external audit.

Prior to certification, your company must complete 2 internal audits and successfully pass the last one.

Before Platinum certification, a company must complete two internal audits and must pass the second one.

The external audits are required every three (3) years to maintain Platinum Certification.

A Platinum mailer must have an external audit every three years to keep its certification.

What goes wrong

Certification lasts only as long as quarterly reviews find the thresholds held and Full-Service volume at 90% or more. A Platinum mailer's website listing lasts only while its Customer Registration ID meets every Standard criterion in those reviews.

Audit findings include passes, nonconformances and concerns. In one example, a mission statement posted but not reviewed within a year is a minor nonconformance. In another, a mailer follows the manufacturer's maintenance schedule but not its own procedure, and earns a concern.

External audit results must show that every nonconformance and concern was addressed and resolved.

Any mailing that fails verification counts as a nonconforming product. The Corrective Action procedure must describe what the company does when mail fails acceptance. Resolving such a mailing can mean correcting it or paying the additional postage due that USPS verification found.
